Keynote Speaker: Arthur Noriega, Executive Director, Miami Parking Authority An administrator with a strong background in construction, operations and urban development projects with over seven years of parking industry experience. Arthur Noriega has headed the Miami Parking Authority since 1999. As Executive Director, he serves as Chief Executive Operator of all of the parking and enforcement operations in a major metropolitan city. Mr. Noriega also must act as a strong advocate in the promotion of public and private sector joint ventures, while maintaining an excellent working relationship with local elected and government officials and development authorities. He oversees a staff of 160 employees and a $27 million budget. Mr. Noriega has been responsible for unprecedented revenue growth at the Authority, as well as the development of the City’s two newly constructed public garages. Miami Parking Authority is currently engaged in the pre-development of two public/private, joint venture developments within Miami’s Central Business District.
Prior to his current position, Mr. Noriega was vice president of development at The Carlisle Group, where he worked with local municipalities and Community Development Corporations (CDC’s) across the state to create urban development projects. Before that, he worked as Director of Planning and Development with the Authority.
An Economics graduate of the University of South Florida, Mr. Noriega is a dedicated community leader and volunteer. Mr. Noriega serves on the Board of Directors of Switchboard of Miami and the Miami-Dade Expressway Authority. He is a member of the Board of Directors of the Greater Miami Chamber of Commerce. Mr. Noriega serves as Board Chair of the Greater Miami Progress Foundation. He also serves on the Executive Committee of the New World Center and is a member of the Federal Reserve’s Education Advisory Group. Mr. Noriega serves on the Board of Advisors of the World Parking Symposium. He is a member of the United Way Young Leaders Society.

H. Carl Walker, P.E. – Mr. Walker has over 40 years of experience, as one of the nation’s foremost parking consultants and structural engineers. His entrepreneurial spirit built two of the most respected parking consulting organizations in the United States. He is a member of the Board of Directors at Timothy Haahs & Associates, Inc.
Mr. Walker has personally been involved in a multitude of parking projects throughout the country. As a leader in the parking consulting field, Mr. Walker pioneered the use of mercury vapor and sodium vapor lighting, glass-backed elevators for security, the “archistructure” design concept, and the bridge analogy approach to the design for durability.
He has authored numerous articles on parking, and served as past Chairman of the Parking Consultants Council of the National Parking Association. Mr. Walker has also served as an adjunct professor in the Graduate School of Engineering at the University of Michigan. He is presently active in many parking and engineering associations, and had testified in several cases as an expert witness in the field of structural engineering.

Ed Rahme, AIA - Mr. Rahme has over 20 years of experience designing new structures, expansions, and renovations for educational, institutional, residential, municipal and private clients. He has performed the full scope of project responsibility from feasibility studies through post occupancy evaluations, including the program, schematic design, development of construction documents, and oversight of construction administration. He coordinates with client’s representatives on a regular basis to ensure adherence to established project costs, schedules and quality. He has a thorough understanding of all aspects of parking structure design and construction process.

Mark Santos, P.E. - Mr. Santos is a Project Manager with a thorough understanding of all aspects of parking structure design and construction. His recent project experience includes clients such as Dupont Hospital for Children, Penn State University, Delaware Department of Transportation, and New Jersey Transit. He has served as the lead structural engineer responsible for all structural design and analysis for multiple parking projects. He has a proven track record of consistently meeting project deadlines. Mr. Santos is also well versed in the field of parking feasibility studies, including supply/demand and financial feasibility analysis.

Vicky Gagliano, M.B.A. - Ms. Gagliano’s responsibilities include researching, analyzing, and recommending solutions to parking problems through the performance of parking supply/demand alternatives and site analysis, market and financial feasibility, shared parking, revenue control, and parking management studies. These studies utilize her skills of investigation, analytical evaluation and presentation of findings. Ms. Gagliano’s extensive education and experience in financial analysis augments her expertise in performing financial feasibility and supply/demand studies.

Bill Kavanagh, AIA - Mr. Kavanagh has extensive experience in the design, documentation and administration of large, technical projects for corporate & institutional clientele. He coordinates with client’s representatives on a regular basis to ensure adherence to established project costs, schedules and quality. He has experience in the design & documentation of parking and mixed-use structures, corporate offices, and research & development facilities. He has a thorough understanding of all aspects of parking structure layout, design and construction process.

Roamy R. Valera, CAPP - Mr. Valera has a background in the parking industry that extends over 17 years, including 11 years in the public sector. As a Vice President of Timothy Haahs & Associates, Inc. (TimHaahs), Mr. Valera supervises all of the firm’s Florida operations, including project and financial management and business development.
Prior to joining TimHaahs, Mr. Valera served the Miami Parking Authority as Deputy Executive Director. Mr. Valera supervised all on-street and off-street operations and planning and development directives, as well as the Customer Service Department. Mr. Valera directed a comprehensive development program for the Miami Parking Authority, including managing capital construction projects.
